The role holder is very important at Myanmar Skill Technologies University (MST). . serves as a confidante and right hand for the Principals of MST and assists them in various ways. The COO needs to carry out the strategic objectives of the university in a way that is aligned with its mission and values. They ensure a better effort-to-reward ratio for Principal through "time management." They build and develop relationships with all employees for increased efficiency and effective responsiveness to existing operations and help define new operational strategies, working at multiple levels on special projects. They improve current processes and coordinate organizational procedures for optimized efficiency and productivity.
The COO is responsible for directing and developing the MST University's operations and administration to support the University's objectives.
The COO works in partnership with the Portfolio Management Office to ensure effective partnership between academic and professional services team members in the Universities, that located in Yangon branch and others. The COO reports to the Principal and the Group CEO and Board, taking a corporate view of their work.
Within the next 9 months, it is envisaged that the major projects over and above the day-to-day management for the School of IT and campuses will be related to
- Strategic and operational management of administration within the university, working in partnership with professional services and business partners to ensure that the university has a joined-up, effective, and efficient administration.
- Oversee strategic business initiatives from development to execution under guidance of Principal and CEO.
- Develop and deliver systems and structures to enable effective day-to-day management, administration, and technical support within the university.
- Pre-read presentations and documents and summarize key information for the Principal and board, including data analysis and budget management.
- Leadership and management of university professional services staff (administrative, technical, support, and other related staff), ensuring that all are working collectively in delivering efficient, effective, and cohesive support to the university.
- Student administration is delegated to the team members, working effectively in partnership with cross-professional services teams.
- Developing and implementing plans to ensure efficiencies and savings in operations as required from time to time by MST University strategy.
- Oversee operations through collaboration with senior management and department leaders to address white space issues, including students' issues, Organization climate and employee well-being.
- Assist and communicate in decision-making, program management, and initiative implementation from Principal.
- Oversee strategic business initiatives from development through successful execution on behalf of the Principal.
- Review meeting invitations and participants and collaborate with the executive assistant and coordinators to make the time and schedule effective and efficient.
- Review, track, and ensure successful completion of all the programs in collaboration with the Principal and PMO.
- Leading and managing professional services staff within the university, taking responsibility for their development and training.
- Managing HR processes in the college, including recruitment, leave management, training, and development, in collaboration with the Group HR.
- Managing the performance and discipline of university professional services staff in collaboration with campus leads.
- Ensuring that the university's resource planning and financial management support effective planning and decision-making.
- Working effectively in partnership with the Finance Business Partner on University Financial matters, including budgetary control and construction of University Budgets in expanding new areas.
- Ensuring that the university adopted appropriate processes and procedures for all financial transitions, working with the group finance business management team on a process of continual improvement in this area.
- Understanding, helping to develop, and contributing to the effective operation of the university’s planning and budget processes, including the compact process, by working with the planning team (PMO).
- Understanding and enhancing the university's strategic framework, strategies, and policies
- Contribution to the development of the university strategy, in particular relation to administration, technical support, and operations.
- Ensuring effective implementation of the University Strategy, working with PMO, Partnership with cross members of the Board, and Professional Services.
- Developing action plans to address implementation and performance gaps.
- Contributing to the planning process, working in partnership with planning, finance, HR, marketing, and other colleagues from professional services. Developing an understanding of the external environment of the university, their impact upon the MST Strategy, and identifying a practical solution to these challenges.
- Building and maintaining relationships with external bodies relevant to the MST, e.g., commercial partners, schools, and other institutions.
- Supporting and working collaboratively with the group marketing team in delivering university strategies and branding.
- Set up a system for supporting and working collaboratively with the Office of Alumni Relations in delivering the university and its strategies.
- Educated to degree level (or equivalent) with significant experience in management at a senior level in a complex organization.
- A master’s degree is an advantage.
- Proven experience organizing and directing multiple teams and departments.
- Knowledge of and significant expertise in academic and educational planning, financial planning, managing and controlling significant budgets and resources, and designing, developing, and implementing complex proposals integrating strategic and financial issues.
- Excellent communicator in written and verbal form
extremely versatile and dedicated to efficient productivity.
- Experience planning and leading strategic initiatives.
- High levels of emotional intelligence and the ability to build rapport with a wide range of people.
- At least 8 years of related, strong working experience are required for this position.
- Ability to command both spoken and written Burmese and English. Knowing a third language is an advantage.
- Consulting experience with a focus on operations management.
- Proven success in a project coordination role.
- Nimble business mind with a focus on developing creative solutions.
- Strong project reporting skills with a focus on interdepartmental communication.
